Chatto bares top priorities; keeps vision on surer track


Gov. Edgar Chatto has identified the top 10 priority programs and projects of his administration in 2018—and more beyond—in keeping on clearer and surer track his vision for the province.

Although in no particular order, the development priorities are topped by the target turnover of the Bohol Panglao airport in June and its commercial operation in August.

The construction of the Tagbilaran City-Panglao island offshore bridge connector will be pursued in anticipation of the development upsurge on account of the new airport operation.

The necessary infrastructure is otherwise known as the third Tagbilaran City-Panglao island bridge.

Chatto also spelled out in the year-opening episode of the “Kita ug Ang Gobernador,” his regular media conversation every Friday morning, the other premium features of his fresh agenda.

The 2018 debut of the governor’s weekly interaction with the press—which was also heard live worldwide on the internet—was held at the Café Caloy at the residence of the late Pres. Carlos P. Garcia.

Chatto offered a “covenant with the media” and “deputized” the fourth estate to be the government’s “eye” in helping keep vigilance against any illegal or destructive activities that spoil Bohol’s sustainable development and bid for inclusive prosperity.

Among his top priorities this year, Chatto intends to complete the new provincial capitol complex and the expansion of the roads to the landmark government center.

The old, Spanish-era capitol building has been restored and will be opened for public viewing as the Bohol branch of the National Museum starting July 22, Bohol’s founding day as a province.

The competitive bidding for the One Bohol Power (1BP) project will be finally done for abundant, sustainable and resilient power generation facilities right within Bohol island.

The bidding for the bulk water supply packages among clustered towns province-wide will also be done beginning this year.

The full Bohol branch facility of the Bangko Sentral ng Pilipinas (BSP) is expected to rise after its groundbreaking within the first quarter of 2018.

Chatto said the acquisition of the site near the Panglao airport but still in the Dauis side is finalized and the Central Bank facility will be initially manned by 40 officers and personnel.

Bohol will be launched as the dairy capital of the Philippines with the assured total support of the Department of Agriculture (DA) under Sec. Emmanuel Piñol, Chatto said.

Program implementation can start in the third quarter after the transport to Bohol of imported highly milk-producing cattle breed from Argentina.

The rest of the top 10 priorities include the next phase of the province-run hospitals’ modernization, a continuing program, and construction of the Bohol Youth Home (BYH) and drug rehabilitation center.

The BYH is a care and rehabilitation center for the children in conflict with the laws (CICL).

All these are aligned with what capitol calls the “InSPIRED” priority agenda.

The acronym stands for “Infrastructure; Social well-being and shelter; Peace and order; Interconnectivity; Reforms in governance; Equitable economic growth and environmental sustainability; Disaster risk reduction and climate change adaptation; Health; Education; Agriculture; Tourism and livelihood; and Information Technology.”


Of premium importance, too, are what comprising the “Next 10” topped by the construction of the entirely new Gov. Celestino Gallares Memorial Hospital (GCGMH) in Cortes and the province-run district hospital in Loon.

This group of priorities falls under the province’s agenda called “HEAT IT,” which stands for “Health, sanitation and public safety; Education and skills development; Agriculture and food security; Tourism, livelihood and support infrastructure; and Information Technology.”

The priorities include the following:

* New Provincial Disaster Risk Reduction and Management Council (PDRRMC) building and Telephone and Radio System Integrated Emergency Response (TaRSIER 117) main command center

* Rehabilitation and improvement of the CPG Sports Complex, leading to the Bohol hosting of the Central Visayas Regional Athletic Association (CVIRAA) Meet in February and National Private Schools Athletic Association (PRISAA) Meet in April

* Philippine Rural Development Project (PRDP) road projects, as well as I-REAP and other livelihood projects

* Construction of agri-fishery terminals in strategic locations

* Tourism roads; Conditional Matching Grant Program (CMGP), formerly KALSADA Program, road projects; ROLL-IT road projects

* Strengthening the Bohol Investment Promotions Center (BIPC) and fully operationalizing the BIPC II for macro-investments

* CPG Park development fronting the soon fully-risen new provincial capitol and full operation of the Bohol Biodiversity Ecotourism Park at the back of the Bohol Island State University (BISU)-Bilar Campus

* Opening of the bigger-scale business process outsourcing and knowledge process outsourcing centers for more jobs

Further, Chatto cited to be in the pipeline some major, even far ambitious, programs and projects which will either be started or set in motion beginning 2018.

These include the development of the Bohol Business Park; groundbreaking of the NECEBOLEY public-private partnership (PPP) super-bridge project; and development of the integrated port in Dauis also through the PPP scheme.

The NECEBOLEY is short for Negros Oriental, Cebu, Bohol and Leyte, and the project package consists of bridges interconnecting the island provinces in Central and Eastern Visayas.

An unsolicited proposal for the NECEBOLEY project was already presented, including the strong intent of Spain-based funder and developer who are willing to materialize the “dream of dreams.”

“We don’t expect magic because such vision as this can take years, many years to accomplish and complete,” Chatto said.

But he quickly added that it is always proven that grander development cannot be impossible if a dream is worked on with good planning, passion, purpose, determination and hardwork.

The governor cited the relevance and essence of the “Build, Build, Build” agenda of Pres. Rodrigo Duterte which is aimed at attaining the “golden age of Philippine infrastructure.”
